| Description: | Barbarossa Rugner is the Golden Emperor of the Scarlet Moon Empire. He makes
his first appearance at the beginning of the game when Teo introduces Tir to him. Barbarossa
is also the last boss you fight in Suikoden I. That's sort of puzzling when you consider that
it's really Windy who's causing most of the problems, but it's Barbarossa you fight, not her.
Previous to the events of Suikoden I, he was the hero of the Succession Wars and defeated his
uncle, Geil Rugner. A lot of Gregminster citizens seem to look up to him, because he rebuilt
the city after the Succession War.

Barbarossa looks fairly standard for a King or Emperor. There's not a whole lot you can knock about his looks. B |
| Personality: | There's a lot of "WTF" going on here. He acts benevolent enough, but doesn't seem to mind sacrificing his entire empire for a woman that looks like his late wife. That's real nice of you, just let everyone die because you want to shack up with a powermongering wench... E |

| Overall: | Maybe the worst king in all of Suikoden's History. Barbarossa sucks, but he has a true rune and puts up a decent last battle fight. He seems to try and make up for things in the last scene, and while it succeeds in making you hate him less... It still makes you shake your head and say "What the hell?!" D- |
